Pre-bid meet held on Vizag Metro Rail

A pre-bid meeting was held for pre-qualification of Visakhapatnam Metro Rail Project in public-private partnership here on Thursday.

The pre-bid meeting was meant to answer the queries raised by companies intending to participate in the pre-qualification.

A total of nine companies participated on Thursday’s meeting at VUDA Office, it is learnt.

The last date for submitting proposals for expression of interest/request for proposal for Visakhapatnam Metro called by Amaravatri Metro Rail Corporation (AMRC) is December 7.

The Visakhapatnam Metro is proposed on three corridors on a total of 42 km with the detailed project report prepared by Delhi Metro Rail Corporation in 2015. However, it was revalidated as per the PPP norms by Urban Mass Transport Company (UMTC) in February, 2017.

In the PPP mode, about 50% funds will be provided by the Central and State governments and the remaining has to come from the agency taking up the work.

AMRC managing director N. Ramakrishna Reddy, Municipal Administration and Urban Development principal secretary Karikal Valaven, Joint Collector G. Srijana, Municipal Commissioner M. Hari Narayanan and VUDA Vice-Chairman P. Basanth Kumar, Visakhapatnam Metro executive engineer K.V.N. Ravi and consultants of UMTC participated in the meeting.

Among the companies that participated in the meeting were L&T, Tata, S&P, Adani, Siemens and Altsom.

Flag pending decisions to Railway Board: Goyal to Railway Zones

In a bid to ensure safety of passengers, Railway Minister Piyush Goyal on Wednesday said he has asked all zones to immediately flag “pending decisions” to the Railway Board.

He said the September 29 tragedy at the Elphinstone Road railway station in Mumbai was a wake-up call for the railway officials.

“After the stampede at the Elphinstone Road railway station in Mumbai, I was pained to see that several decisions that were to be implemented earlier had been pending for over a year,” Goyal said at the 12th International Rail Conference in Pragati Maidan here.

He said that for the safety of passengers, he had given immense powers to the zonal general managers after keeping the Railway Board informed.

Goyal was referring to the stampede at the Elphinstone Road station in Mumbai on September 29, in which 23 people were killed.

The minister also stressed the need for taking decisions fast.

“Earlier the decisions were not taken at the required speed. I have asked the Railway Board to list out everything that is with the RDSO (Research Designs and Standards Organisation),” he said.

Speaking at the event, Goyal said that for safe and comfortable journey, there should be a separate freight and passenger corridor.

He also said that the Indian Railways had adopted modern technologies late.

“India is already late in adopting modern technologies. Last thing was the Rajdhani Express in 1969,” Goyal said.

“But despite being late, India … is in a hurry to provide most efficient modes of transport to serve the common man. And the High Speed Rail project shows that the Indian Railways is fully prepared to be the best of the best,” he said.

He also urged railway officials and entrepreneurs to come up with innovative ideas for the railways.

“There is no fund crisis in railways, give us a plan and we shall implement that, and I also want to assure the people here that soon a new system will come where the railways will make payments within 30 days,” Goyal said.

Railway Minister stresses need to redefine the roles of RPF, GRP

Railway Minister Piyush Goyal has stressed the need to clearly define the roles of the Government Railway Police (GRP) and the Railway Protection Force (RPF) to avoid confusion in their operations, Director General RPF Dharmendra Kumar has said.

The suggestion has come in the wake of the September 29 Elphinstone bridge stampede in Mumbai that killed 23 people. Both the GRP and the RPF work to secure railway premises and trains.

The DG RPF in a letter to the Director General of Police and the Additional DGP (Railways), Maharashtra, on October 10 said there are areas in which the roles of the two forces overlap, resulting in confusion.

“While their legal powers are clearly defined, field formations of both organisations find their roles overlapping in many areas during their day-to-day working. This causes confusion among the rank and file of the forces.

In the absence of a standard operating procedure, this confusion becomes more pronounced during a crisis. The recent stampede at Elphinstone Road Station in Mumbai is a prime example, Kumar said in the letter, a copy of which is with PTI.

“In the wake of the incident, a meeting was conducted by the minister of railways in Mumbai on September 30 during which the need for proper codification of duties of the GRP and the RPF was flagged,” the letter read.

Kumar in his letter recommended setting up a committee under the Commissioner of Police (Railways), Mumbai, with the Additional Commissioner of Police as a member and two representatives from the RPF.

Its task, Kumar said, would be to examine the roles and responsibilities of both forces and suggest ways for the proper codification of their duties.

“The committee can also suggest a shared standard operating procedure to be implemented by both agencies in case of exigencies such as bomb threat, large-scale law and order disturbance, stampede, terror attack,” Kumar said.

The RPF DG said the panel’s recommendations would be implemented for the Mumbai suburban railways first and then replicated across the country if found suitable.

Secunderabad Railway Station is India’s first Green Railway Station

The Secunderabad Railway Station has earned the distinction of being the first railway station in the country to be certified as a ‘Green Railway Station’ by the Indian Green Building Council – Confederation of Industry (IGBC-CII), in association with Indian Railways.

The Station has bagged the coveted Silver Rating in the category, according to an SCR release. The IGBC-CII, with the support of Environment Directorate of the Indian Railways had developed the Green Railway Stations Rating system to facilitate adoption of Green Concepts to reduce adverse environmental impacts due to station operation and maintenance and enhance overall commuter experience.

The six modules involved in the evaluation of the Secunderabad station were sustainable station facility; health; hygiene and sanitation; energy efficiency; water efficiency; smart and green initiatives and innovation and development.

Tai Lee Siang, chairman, and Terri Wills, chief executive officer, World Green Building Council presented a shield, plaque and certification to SCR officials during the Green Building Congress-2017 at Jaipur last week. The certification is valid for three years.

Vinod Kumar Yadav, General Manager, SCR who was instrumental in drawing up the plan to meet norms for the Green Railway Station Certification, congratulated officials involved in the exercise.

Secunderabad Railway Station holds a total area of 13.34 acres and has 408 different species of trees available in the station area. Organic fertilizers and pesticides are being used while solar photo voltaic installations cover 41.2% of the exposed station roof area.

A 500 Kwp solar plant was installed in 2016, generating 2,500 units of power per day, accounting for 37% of energy requirements of the station, and leading to savings of Rs.72.92 lakh annually.

With 4,864 fixtures, Secunderabad station is 100% LED lit as well. Other green initiatives here include a 5lakh-litre Sewerage Treatment Plant, central waste collection, bottle crushing machine, CO2 sensors at AC waiting halls and rainwater harvesting pits

Northern Railways To Recruit Retired Staff For More Than 4500 Vacancies

In a few of its kind recruitment, Northern Railways has announced to recruit more than 4500 retired railway employees. Northern railways has invited applications, for re-engagement valid up to 14 September 2018, for recruitment in DLI, FZR, LKO, MB and UMB divisions. Vacancies are available in the posts of Senior Section Engineer, Junior Engineer, Welder, Blacksmith and Trackman. ‘Retired railway employees from Civil Engineering cadre within the age limit of 62 years who are desirous and fit to work on daily remuneration basis are eligible to apply.

The indicative recruitment advertisement has been released at the official website nr.indianrailways.gov.in. Interested candidates can find details in this regard in the leading and local newspapers as well.

‘The present scheme of re-engagement of retired employees is upto 14.O9.2O18 unless extended further by Railway Board. Those re-engaged during this period shall continue upto the last day of the month in which he attains age of 62 years, i.e., following the same system as that of normal retirement. All the re-engaged staff will be discharged from engagement immediately after availability of suitable replacement,’ reads the official notification.

Money Laundering Case: Enforcement Directorate Summons Rabri Devi On October 16

Former Bihar Chief Minister Rabri Devi today skipped her scheduled appearance before the Enforcement Directorate (ED) in connection with its money laundering probe in the railway hotels allotment corruption case, officials said.

The central probe agency, they said, has now asked her to appear on October 16.

Ms Rabri Devi, the wife of RJD chief Lalu Yadav, has earlier twice skipped the ED summons in this case.

It was not immediately clear if she furnished any reason for her absence today.

The ED had yesterday questioned her son and former Deputy Chief Minister Tejashwi Yadav for about nine hours in connection with this case.

The CBI has also recently recorded the statement of Mr Tejashwi Yadav and Mr Lalu Yadav in this case.

The ED had registered a criminal case against the Lalu Yadav family members and others under the provisions of the Prevention of Money Laundering Act (PMLA) sometime back.

It had earlier questioned a few people in this case including the wife of former UPA minister PC Gupta.

The agency had taken cognisance of a CBI FIR in this regard to initiate its own criminal complaint.

In July, the Central Bureau of Investigation (CBI) had registered a criminal FIR (first information report) and conducted multiple searches against former Bihar Chief Minister Lalu Yadav and others.

The ED will investigate the alleged “proceeds of crime” generated by the accused, purportedly through shell companies, officials had said.

Ms Rabri Devi, Mr Tejashwi Yadav and others will be probed by the agency under charges

filed in the Enforcement Case Information Report (ECIR), the ED equivalent of a police FIR.

The case dates back to the time when Mr Lalu Yadav was the railway minister in the UPA government.

Others named in the CBI FIR include Mr Vijay Kochhar, Mr Vinay Kochhar (both directors of Sujata Hotels), Delight Marketing company, now known as Lara Projects, and the then IRCTC managing director Mr PK Goel.

The CBI FIR alleges that Mr Lalu Yadav, as railway minister, handed over the maintenance of two IRCTC hotels to a company after receiving a bribe in the form of prime land in Patna through a ‘benami’ company owned by Ms Sarla Gupta.

The FIR was registered on July 5 in connection with favours allegedly extended to Sujata Hotels in awarding a contract for the upkeep of the hotels in Ranchi and Mr Puri and receiving premium land as ‘quid pro quo’.

The ED, under the PMLA, has powers to attach and confiscate tainted assets and it is expected that the agency will initiate such a move once it makes progress in the case.

Rain To Blame For Mumbai Stampede That Killed 23, Says Railways

The stampede at a Mumbai railway bridge that left 23 dead last month has been blamed on rain and rumours by a safety committee of the railway ministry, which does not refer to any official negligence.

The report by five officials says that on September 29, the heavy rain led to overcrowding at the narrow bridge connecting two stations and its staircases as “commuters refused to step out in the rain”.

The committee says it questioned 32 people injured in the stampede while investigating what caused it.

The stampede broke out during rush hour when thousands took a narrow railway bridge connecting two of the busiest stations in Mumbai – the Elphinstone Road and Parel stations. Four trains rolled in at the same time and a large crowd poured into the bridge that was already bursting with people taking shelter from the sudden downpour. A few commuters slipped, and people fell on them.

Angry commuters and residents had called it a disaster waiting to happen as they said the bridge was too narrow and not strong enough.

The railway committee recommends the widening of the staircase and says bids have been invited for the widening of the bridge. It also says a booking office that becomes a bottleneck during peak time should be removed from the bridge.

Making recommendations the report says that railway staff at the Elphinstone station should be equipped with walkie talkies so that they can communicate faster under such circumstances.

FOB staircases need to be widened: Rlys

The foot over bridges and its staircases on the Mumbai suburban section are peculiar, the Indian Railways said. The schedule of dimension (SODs) of these FOBs are less than the regular bridges. However, the stampede incident at Elphinstone Road station forced the Rail ministry to think over the poor state of the bridges and widen the staircases.

The railways are contemplating to widen the staircases and revise the SOD as per their manual guidelines. The SOD for any staircase of an FOB should measure from the edge of the platform till the tracks.

The width at most of the stations in the city is barely 2 meters.

The width of the staircase was only 2 meters while the width of the pathway is 5meters at the Elphinstone Road station. Sources said that they are looking at widening the basic width of the steps to 2.3-2.5 meters.

Any change in the SOD needs to undergo a policy change. “During the meeting on August 29, the minister had asked us to widen the bridges. We are considering the possibility of realigning the SOD,” said a senior railway official.

“This is the possible reason why Chief Commissioner of Railway Safety was also called for the meeting on August 29. Even in the audit report submitted by Central Railway has stated the need to widen FOBs,” he said.

SAFETY FIRST

During the meeting on August 29, the minister had asked us to widen the bridges. We are considering the possibility of realigning the SOD, a senior railway official said.

Railways to have Make In India Coaches that guarantee more safety

The Indian Railways in a bid to fulfil Prime Minster Narendra Modi’s Make in India dream have launched a 100% Make In India Linke Hofmann Busch (LHB) coaches.

As reported in the Financial Express, each and every component of the coach has been manufactured at the Integral Coach Factory at Chennai.

The coaches have been allotted to Western Railways and the Railways has guaranteed passenger safety in these coaches.

Out of the two ‘Make in India’ coaches that have been rolled out by ICF, the non-AC one has 100% indigenous components. The AC coach has one imported component, the report added.

Given the spate of rail accidents over the last year, Indian Railways has decided to stop production of traditional ICF coaches in 2017. LHB coaches boast of stainless steel bodies and have anti-climbing features. This ensures that in case of a derailment, the coaches do not pile onto each other, hence making them safer. The LHB coaches also have a graduated release modular braking system the axle mounted disc brakes.

Earlier in the day, Union Minister for Railways Piyush Goyal spoke to a gathering regarding the modernisation of the railways and the necessity of passenger safety.
