Indian Railways Announces Jobs For 10th Pass, Diploma Candidates; 27019 Vacancies

Indian Railways has announced recruitment for 27019 vacant posts of Assistant Loco Pilot and Technician posts. The job notification, CEN 01/2018 is available online in the official website of all Railway Recruitment Boards (RRBs). Candidates can also find the details in Employment News (3-9 February 2018). Online registration for the same has begun and will continue 5 March 2018. ‘One application ONLY is required to be submitted for all the notified posts in this CEN. Any attempt by a candidate to submit more than one application against this CEN shall result in disqualification and debarment,’ clarifies the recruiting body about the application process.

A total of 27019 vacancies are open for recruitment in 21 RRBs. Candidates should note that, ‘RRBs will publish Updated Vacancy Table again on their websites indicating the RRB wise revised vacancies against various Railways/Production Units and posts after the completion of First Stage CBT.’

Candidates will be selected on the basis of their performance in computer based test (two stages), computer based aptitude test and document verification. ‘The date, time and venue for all the activities viz First stage CBT, Second stage CBT, Computer Based AT and DV or any other additional activity as applicable shall be fixed by the RRBs and shall be intimated to the eligible candidates in due course.’

Even after submission of the application, candidates can edit the details (other than State, email and mobile number) by paying Rs. 250 as the modification fee.

Indian Railways ALP, Technician Recruitment 2018 For 27019 Vacancies: Check Your Eligibility

This is one of the biggest examinations conducted by the Indian Railways; bigger than RRB NTPC recruitment 2015. In 2015, Indian Railways had announced recruitment for 18252 vacancies. While more than 90 lakh candidates had registered for the examination, more than 55 lakh actually appeared for it. 2.73 lakh qualified the preliminary exam and were called for written test. Describing it as the “largest online examination in the world”, the official said that in order to ensure complete transparency, the railways has introduced the system of showing answer papers online to examinees one week after the examination. Earlier, recruitment examinations in Railway Board used to be conducted manually, but the Indian Railways had to abandon the manual system and opt for online mode after a few alleged incidents of question paper leak.

Fire On Mumbai Local Train At Dadar, Sparks Delays, Diversions

Thousands of commuters in Mumbai faced delays and detours after a fire broke out in one of the coaches of a suburban train at Dadar station tonight.

The Brihanmumbai Municipal Corporation’s Disaster Management unit said that the fire, that broke out around 9:24 pm, had been doused and there were no injuries to any commuter.

A Central Railway spokesperson said that the fire began underneath one of the coaches and it was possibly a case of brake binding – a technical problem where the brake gets jammed, leading to friction, fire and smoke.

He added that three trains going towards the suburbs were affected and they had to be diverted to the fast line between Byculla and Kurla.

Chief public relations officer of Central Railway, Sunil Udasi said, “It was a rake made by BHEL. There was a minor fire which was immediately brought under control. The coach was empty. The down slow traffic was diverted to down fast line.”

“The train was cleared in 10 minutes and down slow traffic will also be restored on its normal path,” Mr Udasi added.

 The incident, however, resulted in chaos at the station. A commuter said, “I was heading for my home in Bhandup. It was around 9.40 pm when my train suddenly changed track from slow line to fast line from Byculla station. It stopped at Parel station, which was packed, and remained there for over 15 minutes. When the train reached Dadar’s platform number 4, the area was covered in a thick layer of smoke.”

Railway to Wash off Hands from Security

Recently, during a meeting, Railway Minister Piyush Goyal confirmed that his ministry is considering a proposal for transferring the Railway Protection Force (RPF) from Railways to the Ministry of Home Affairs (MHA). Probably, the assertion behind this move is that when Railway’s finance is with the finance ministry, why is it that the Railways continue to hold the responsibility for security of the passengers and railway properties. This news comes at a time when there has been a peak in railway accidents involving foreign terror outfits. This move will draw different reactions—from excited to anxious.

The move presents an excellent opportunity of centralizing different types of security personnel. This will allow MHA to curtail rail accidents involving terror outfits, both domestic and international, as it will find itself able to handle such security questions in a more holistic manner. It would also help railways to resolve the issue of tight associations formed between the railway security forces and local groups. These associations are so strong that they influence transfer and posting of the security personnel — cultivating indiscipline in railway security services. Under MHA, any security agency is banned from forming any kind of association.

It is felt that the move to bring RPF under the umbrella of MHA will also help modernize the force and enhance its effectiveness as more posts will be created and more funds will flow in. The move to transfer RPF to MHA will also make way for bringing in the concept of federal policing with one security agency for all of railways. At present, the offences of theft of railway property are being looked into by the RPF while the law and order, which is a state subject, is being dealt with by the Government Railway Police (GRP). The transfer to MHA will also enable the RPF to conduct investigations in an impartial manner without the fear of being accountable to the railway administration in case of conflict of interest. The move would benefit Indian Railways balance sheet as well because it incurs around Rs 500 crore annually on the RPF and RPSF. Hence, Bibek Debroy Committee’s recommendation that MHA should hold responsibility of railway safety sounds good. But, every coin has two sides and its applicable here as well.

The other view is that since passenger pay to the railways for utilizing its services, it would be better if its security is vested with the railway authorities. Else, we may come across incidents such as the one that happened recently in Delhi where railway authority washed off its hands from passenger’s safety. In this case, the railways held the position that it was not liable to provide security to its passengers in cases of track sabotage by local insurgent groups—hence, ensuing a blame game with the state security. I am singling out the railway authorities because they hurriedly label any kind of rail accident as prima facie result of track sabotage (sometimes within an hour of accident). Such blame game tactics have high probability of occurrences when there is state and central government ruled by different political parties.

I would like to add that in a majority of running train incidents, it has been found that location coordinates of the crime are concentrated at inter-state borders. This highlights the robustness of my theory of evasion from responsibility by the railway authorities. Hence, the railways should ensure a uniform safety and security system for its passengers rather hiding behind state-centre subjects. Like air passengers, there should be a move to ensure insurance of the passengers availing railway tickets (reserved and non-reserved). It would help railways to come out of the financial burden which has forced them to hand over the safety and security into the hands of MHA. Hence, to avoid such tossing around of accountability as has been witnessed in the past by the Railway authorities’, transferring of the baton to MHA is a move in the right direction.

Railway Ministry rethinking on flexi-fares: Piyush Goyal

The Ministry of Railways is having a rethink on flexi-fares and bringing in a dynamic pricing system that will help increase occupancy and enhance revenues, Railway Minister Piyush Goyal said today.

Replying to questions in the Rajya Sabha, he also said his ministry was planning a major overhaul of the obsolete signalling system currently being used and to introduce latest technology.

During the Question Hour, some members raised questions about the flexi-fares, with BJP member Ram Vichar Netam saying there were times when the prices rose to a quite high level.

In response, Goyal said a committee has submitted a report on how to dynamically price the train tickets which would also help improving profits.

Under this system, discounts could be given during the off season, the minister said, adding that the fares would automatically adjust themselves through artificial intelligence, algorithms or technology, to help trains have more occupancy, thus maximizing revenues.

“We have got a detailed report on how to make it a dynamic fares from flexi fares which will be decided according to the season and demand and supply…Sometimes the consumer may get tickets at cheap rates and sometimes a bit higher,” he said.

During the discussion, Congress member Jairam Ramesh asked whether the social obligation costs pertaining to the railways would be borne by the government as the Railway Budget and the General Budget have been combined.

Goyal said the railways needed to increase efficiency which will increase its profits and provide resources to meet social obligations.

Referring to the signaling system, he said 100-year old technology was still being used by railways and this obsolete technology was responsible for delays during situations like fog.

“We are looking at transforming the entire signalling system of 1,10,000 plus line kilometers of the railways in the next five to six years,” the minister said.

He said the government was looking at ETS II which is the most modern signalling system.

“The moment I can change the signalling system, I can double the carrying capacity of the railways,” he said.

He said once this is done, the railways will be able to meet social obligations by increasing efficiency.

He said the Railways was active in meeting its social duties and added that a train was recently started through a insurgency-affected area in Chhattisgarh.

Replying to another question, Goyal said the Railways were not in losses and several measures were being taken to increase efficiency which will help the Railways to improve its profitability.

“We have not increased fares in last four years, certainly there is stress on the budget of Railways, keeping in view the impact of pay commission,” he said.

SER to run Thirteen (13) Pairs of AC Superfast Summer Special Trains between Santragachi and Hapa

KOLKATA: With a view to clear extra rush of passengers during Summer, South Eastern Railway has decided to run thirteen pairs of AC Superfast Summer Special trains between Santragachi-Hapa-Santragachi during the period from 06.04.18 to 02.07.18.

Santragachi-Hapa (02834) Special leaving Santragachi at 21.05 hrs every Friday will reach Hapa at 15.50 hrs, on Sunday. In the opposite direction, Hapa-Santragachi Special (02833) leaving Hapa at 10.40 hrs every Monday will arrive Santragachi at 05.45 hrs, on Wednesday.

The Special trains consisting of fourteen AC 3-Tier coaches will have stoppages at Kharagpur, Tatanagar, Chakradharpur, Rourkela, Jharsuguda, Bilaspur, Raipur, Durg, Gondia, Nagpur, Wardha, Badnera, Akola, Malkapur, Bhusaval, Jalgaon, Amalner, Nandurbar, Surat, Bharuch, Vadodara, Anand, Nandiad, Ahmedabad, Viramgam, Sunar, Wakaner and Rajkot stations enroute.

SCR Vigilance Department conducts 93 Checks against Irregularities at Various Stations

South Central Railway has intensified the drive against irregularities and conducted 93 checks in areas of public interface like Booking Offices, Reservation Offices, Parcel Offices and Trains etc.

These checks have been conducted at all major Railway stations over the Zone by involving Officers of Commercial, Security and Vigilance departments and action is being taken on the irregularities noticed.  During the drive, the public is being advised to report Vigilance related irregularities on Helpline No.155210.

All the passengers and rail users are requested to inform about irregularities on Vigilance helpline number 155210.

पश्चिम रेलवे पर ग्राहक संवाद सम्मेलन का आयोजन

पश्चिम रेलवे के प्रमुख्य मुख्य वाणिज्य प्रबंधक श्री आर के लाल एवं प्रधान कार्यालय के अधिकारियों की टीम ने सभी छः मंडलों मुंबई सेंट्रलवडोदराअहमदाबादरतलामराजकोट तथा भावनगर के प्रंटलाइन कर्मचारियों के साथ 31 जनवरी, 2018 को चर्चगेट स्थित प्रधान कार्यालय के सम्मेलन हॉल में मुलाकात की। इस संवाद में प्रमुख मुख्य वाणिज्य प्रबंधक श्री लाल ने कार्यों को सीखनेकार्य अनुभवों का आदान प्रदान करनेआपसी विचारविमर्श तथा सुझावों एवं कार्य के प्रति तनाव इत्यादि के बारे में चर्चा की। आपसी विचार से संबंधित सत्र बेहद स्वस्थ एवं मित्रवत वातावरण में आयोजित किये गये एवं आपसी मुलाकात एवं सुझावों पर खुलकर चर्चा की गई। इस बैठक में वाणिज्यिक कर्मचारियों को यह सलाह दी गई की वे रेलवे की छवि हैं तथा जनता के समक्ष कार्य के दौरान उन्हें मुस्तैद रहना चाहिए एवं जनता से शालीन व्यवहार करना चाहिए। श्री लाल ने कार्य स्थलों पर महिला कर्मचारियों को होने वाली कठिनाइयों के बारे में भी जानकारी ली। इस बैठक में सभी कर्मचारियों को उनकी शिकायतों को बताने का अवसर दिया गया तथा प्रशासन की ओर से उनकी शिकायतों के समाधान हेतु हरसंभव प्रयास किये जाने की भी बात कही गई।

इस बैठक में संपूर्ण वाणिज्यिक टीम को कठिन परिश्रम कर आय के निर्धारित लक्ष्यों को प्राप्त करने एवं कार्यप्रणाली में पारदर्शिता बनाये रखने के प्रति प्रोत्साहित किया गया। इस बैठक में व्यक्तिगत समस्याओं तथा फील्ड कर्मचारियों को कार्य में आने वाली कठिनाइयों के संबंध में चर्चा की गई। अंत में सभी कर्मचारियों से आय को बढ़ाने एवं ग्राहक संतुष्टि को और अधिक बेहतर बनाने संबंधित सुझाव भी आमंत्रित किये गये।

MUMBAI: Shri R.K. Lal, Principal Chief Commercial Manager (PCCM) of Western Railway along with senior commercial railway officers convened a meeting with the frontline staff from all six divisions of Western Railway viz. Mumbai Central, Vadodara, Ahmedabad, Ratlam, Rajkot and Bhavnagar on 31st January, 2018 in the Conference Hall at Headquarter office, Churchgate. Shri Lal, shared his views about GRAHAK Samvad – which is a window to learn, exchange of knowledge, views, suggestions, stress at work. He said that the Commercial staff are the face of Railways and should be prompt and courteous while dealing with public. The principle of integrity and honesty among the field staff was emphasized. PCCM also shared his concern for the ladies staff and the problems faced by them at work place. All staff were asked to express their grievances and it was assured that full support will be extended to them from the administration.

The entire Commercial team was exhorted to work hard to achieve the earning targets and to maintain transparency in working. Individual problems were also discussed and hardships faced by the field staff was also deliberated upon. In the end everyone was asked to come up with ideas to increase earning and improve customer satisfaction. The exchange of views was conducted in a very healthy and cordial atmosphere wherein interaction and suggestions culminated freely.

Jumbo Block between GOREGAON and ANDHERI on 4th February, 2018

To carry out maintenance work of tracks, signaling & overhead equipments, a jumbo block will be taken on Up & Dn fast lines between Goregaon and Andheri from 10.00 hrs to 16.00 hrs &  Four hrs block from 10:00 hrs to 14:00 hrs on 5th line between Goregaon and Andheri stations  on Sunday, 4th February, 2018.

During the block period, all fast line trains will run on slow lines between Andheri and Goregaon. Due to this, some Up and Dn locals trains will remain canelled.

Detailed information to this effect is available with concerned Station Masters. Passengers are requested to take note of the above arrangements.
