HAL agrees to part with land for BMRCL’s Phase-II

The process of land acquisition for Bangalore Metro Rail Corporation  Limited’s (BMRCL’s)Phase-II has seen two major breakthroughs.  Hindustan Aeronautics Limited (HAL) has on Wednesday (May 2) agreed to part with three acres of its land that is required to connect the Outer Ring Road Line to the Baiyappanahalli depot as well as viaducts for the Baiyappanahalli-Whitefield Line (Reach-1).

In another development, the High Court vacated the stay on 25 acres from a private owner that was required to construct the Hebbagodi depot on the R V Road-Bommasandra line (Reach-5).MS Channappa Goudar, General Manager, Land Acquisition Cell, BMRCL, said HAL has agreed to part with its land on Old Madras Road for which Metro will be paying them compensation. “They wanted to build an office in their land, located close to RMZ Infinity. Since it was  required for the Metro project, they have agreed to hand us three acres and then build their office in the remaining land.”

This land is crucial to build viaducts (elevated portion on pillars on which rail tracks are laid) for the Baiyappanahalli-Whitefield line.

“The depot will be at Kadugodi,” he said.  A  total of 31 acres of the required 38 acres has been acquired for this Reach-1 line with `980 crore paid as compensation already.

“Apart from HAL’s land, RMZ Infinity has agreed to part with 1,500 sqmt of land too. We have written to South  Western Railway asking for another acre of land,” Goudar said.

In another development that took place recently, the High Court has ruled in favour of BMRCL. Out of the 30 acres required for the depot for the R V Road- Bommasandra line, 25 acres was owned by the Gopalan Foundation and they challenged the acquisition and got a stay. “The court has vacated the stay 10 days ago,” the GM said.

Metro Phase-II: 72.1 km, Deadline: 2020, Baiyappanahalli to Whitefield (Reach-1); Mysuru Road to Kengeri (Reach-2);   Hesaraghatta Cross to BIEC (Reach-3); Yelachenahalli to Anjanapura Township (Reach-4); R V Road to Bommasandra (Reach-5) and Gottigere to Nagavara (Reach-6) Except the Underground Corridor (Reach-6), civil works have begun on all other lines Land  yet to be acquired for UG stretch and land required for  Kadugodi depot is pending consent from the Forest department.

TN off track with Centre on JV to speed up rail projects

Tamil Nadu is yet to agree to the terms and conditions proposed by the Ministry of Railways to set up a joint venture company to speed up railway projects in the state. The ministry has been urging the government to sign the agreement for close to a year.

Talks are on between the government and the railways to set up a joint venture. However, it is getting delayed as the government is not agreeing to the proposed to a 50-50 partnership in investment for the projects.

A similar venture, Kerala Rail Development Corporation (KRDC), between the rail ministry and the Kerala government with an equity participation of 49:51 ratio, meanwhile, is on track. The ministry and that state are in the process of finalising a detailed project report.

Southern Railway general manager R K Kulshrestha, at a press conference to explain the achievements of the zone, on Wednesday, said, the ministry had suggested a similar joint venture company for Tamil Nadu.

“The state has not agreed to the terms because it involves 50:50 share. The JV will help railways to take up new lines, doubling, development of suburban lines and others,” he added.

Kulshrestha said equal share is needed from the state government because “we spend a lot of money on land acquisition.” Then railway minister Suresh Prabhu had also urged the state government to sign the MoU in March 2017, to create a special purpose vehicle so that railway projects can be prioritised for the state.

The zone is planning to operate more special trains on the Chennai-Madurai route this year as doubling of the line has been completed and a new coaching terminal at Tambaram has also started functioning.

“We plan to use Antyodaya rakes on the Tambaram-Sengottai and Tambaram-Tirunelveli routes. We have asked for the permission of the Railway Board,” he said. Kulshrestha indicated that Southern Railway could increase special trains to Madurai, Nagercoil and Madurai as well as goods trains due to a “29% increase in inward load from other zones”.

Railways will take up doubling of Omallur-Mettur Dam (29km) line, Beach-Korukkupet line, Singaperumal Koil-Guduvanchery-Tambaram line and gauge conversion of Pattukottai-Tirupattur and Madurai-Udumalpet line will be completed by this financial year.

The zone is also looking at running trains at 160kmph on Chennai-Gudur and Chennai-Bengaluru section.

People’s interest in Japanese cooperation in metro, rail projects high: Japan minister Akimoto Masatoshi

Japan’s Parliamentary Vice Minister Akimoto Masatoshi today said there was lot of interest among Indians in Japanese cooperation in high speed rail and metro projects, adding that his country had a “bigger responsibility” to respond to these expectations.

Masatoshi, who is the parliamentary vice minister in the Japanese Ministry of Land, Infrastructure, Transport and Tourism, was here to inspect the sites of the Mumbai-Ahmedabad high speed rail, popularly called the bullet train, and the Ahmedabad-Gandhinagar metro rail projects at Kalupur railway station.

Both these projects have received soft loans from the Japanese government.

Speaking to reporters, Masatoshi said that, after going back to Japan, he’d convey the “enthusiasm, interest as well as expectations” that Indians have shown towards the Japanese government regarding the two projects.

“I have noticed a lot of interest among Indians in Japanese cooperation in high-speed rail and the metro projects. Japan has a bigger responsibility to respond to the expectations of the Indians,” he said.

He said that his government would continue to cooperate with its Indian counterpart in the completion of the two projects.

The Japanese vice minister said that the site of the metro rail project near Kalupur railway station was supposed to be one of the most “difficult and complex sites of construction.”

He said that project was “very difficult” and stated that Japan would continue to support India to make sure this difficult construction is completed.

He was accompanied by a delegation from Japan and officials of the two projects as well as officials of the Ahmedabad division of the Indian Railways.

Masatoshi also lauded safety measures set in place at the project sites.

“I am very happy and impressed to see that all workers were wearing helmets. Also, we insist on wearing personal safety equipment. I think it is very important to continue to be conscious of the fact that life is important and safety must be of utmost priority,” he said.

He said that his government was committed to help India in enhancing the “safety standards of the Indian railways.”

“We got immense cooperation from NHSRC (the SPV building the bullet train corridor) and MEGA (Metro Link Express for Gandhinagar and Ahmedabad) in both metro and high speed rail projects. I’d reiterate Japan’s cooperation in successful completion of all these projects,” he added.

Masatoshi also visited the iconic Sidi Saiyyed Mosque in the city.

In September last year, Prime Minister Narendra Modi and his Japanese counterpart, Shinzo Abe, launched the ambitious high speed rail project entailing a total cost of around Rs 1.10 lakh crore.

Japan International Cooperation Agency (JICA) is extending a loan of Rs 88,000 crore for the project at a minimal interest of 0.1 per cent.

JICA has also offered Rs 6,066 crore loan for the first phase of the Ahmedabad-Gandhinagar metro rail project, a MEGA official said.

He added that the construction of the underground route near Kalupur was one of the difficult parts and was being done using a tunnel boring machine.
